New: what an electric car really costs in Ghana

A correction and a calculator. Ghana's eight-year EV import duty waiver is scoped to public transport and assembly kits — the US Department of Commerce records that it does not apply to fully built electric cars for personal use — so a private buyer pays 20% under HS 8703801900, not zero. The page also prices charging against petrol from the live ECG tariff and the live pump price, so the gap moves when either does.

OMCs are now repricing inside the window, not just at its edges

GOIL changed its pump prices three times in seven days — 29 July, 1 August and 4 August. Most OMCs now buy on daily cash-and-carry terms, so each consignment is priced at that day's world price and cedi rate rather than at the window's opening assumptions. The NPA window still sets the floor fortnightly, but it no longer predicts what the pump will charge.

Government cuts the diesel margin ₵2 a litre; NPA republishes the floors

The Presidency cut the regulatory margin on diesel by ₵2.00 per litre for one month, effective Tuesday 4 August. NPA republished the floors for a shortened 4–15 August window: diesel ₵14.97, petrol unchanged at ₵14.53, LPG ₵11.06/kg. There is no corresponding relief on petrol. Star Oil and GOIL both passed the full ₵2.00 through the same morning.

Cedi at ₵11.69 as depreciation feeds the pumps

Bank of Ghana's July Summary of Economic and Financial Data puts the cedi down 9.5% against the dollar by end-July. The 1.41% slide across the last fuel pricing window was one of the two forces behind the August increase, the other being a 23% jump in Brent. This is the clearest case yet of one vertical explaining another: the currency page and the fuel page are describing the same event from different ends.

The 91-day cleared at 5.76%, the 182-day at 7.64% and the 364-day at 12.98%. Short tenors softened while the year held, leaving the curve steep at 7.22 points — a fourth consecutive auction holding roughly that shape with the policy rate at 14%.
